Policies & Permits - Introduction

The Saginaw County Road Commission has adopted several policies to help protect and maintain our county road system.  Policies were developed to ensure public safety, facilitate smooth traffic flow and protect our communities most precious resource, the environment.  Please help us maintain our road system by following our adopted policies and obtain the proper permit for work performed in the road right of way.  Permits with an * have a detailed policy description in the "Policies" section of this web site.  Please review the policy before obtaining the permit.

Addressing

Address Issuance*.................................................................$60.00

This fee must be paid at the time the addressing application is submitted.

Land Divisions

Land Division First Lot...........................................................$75.00

Land Division Each Additional Lot..........................................$25.00

This fee must be paid at the time a land division application is submitted.  The entire cost for all proposed splits must be paid prior to the Saginaw County Road Commission taking any action toward approval or disapproval.

Plats, Site Condo, & Metes and Bounds

Inspection fee for street construction........................................2.00%

This fee must be paid prior to acceptance of road right of way by the Saginaw County Road Commission.  (Percent of road construction costs.)

Plat Reviews...........................................................................$300.00

This fee must be paid prior to the Preliminary Plat review by the Saginaw County Road Commission.

Site Condo, & Metes and Bounds Development Reviews.........$300.00

This fee must be paid prior to the Saginaw County Road Commission beginning any review process.

Street Signs.............................................................................$100.00

All Street signs must be installed by the Saginaw County Road Commission.  This fee includes 2 street signs and 1 post.  Must be paid at the time road construction is completed. 

Site Plan Reviews

Commercial Development.........................................................$75.00

This fee must be paid prior to review by the Saginaw County Road Commission. 

Right of Way Permits, Drives, Road Crossings & Road Closures

Commercial Drive 1st Approach*............................................$100.00

Commercial Drive Each Additional*..........................................$50.00

Fee applies to the construction of new and/or reconstruction of existing commercial drives and must be paid in advance.  Reconstructed drives must meet current SCRC standards.

Residential, Farm & Temporary Construction Drives* (Each).....$35.00

Fee applies to the construction of new and/or reconstruction of existing non-commercial drives and must be paid in advance.  Reconstructed drives must meet current SCRC standards.

Banners* (Each)........................................................................$30.00

Applications must be accompanied by written & signed authorization of the local governing body having jurisdiction over said location.  Applicant must also have $1,000,000.00 liability insurance.

Parades* (Each)........................................................................$30.00

Applications must be accompanied by written & signed authorization of the local governing body having jurisdiction over said location.  Applicant must also have $1,000,000.00 liability insurance.

Road Closure (Each).................................................................$50.00

Applications must be accompanied by written & signed authorization of the local governing body having jurisdiction over said location.  In addition applications can only be approved by the Board of County Road Commissioners for Saginaw County at one of their regularly scheduled bi-weekly meetings.  Deadline for submission of application is the Thursday prior to said meetings. 

Road Crossing Bore* (Each).....................................................$50.00

Applies to bore operations beneath paved roads under the jurisdiction of the Saginaw County Road Commission.  This fee does not apply to utility services.

Road Crossing Open Cut* (Each)...........................................$200.00

Contractor is required to hire an engineering firm to perform density testing or backfill materials to ensure compaction.  In addition, if the County Engineer determines that an SCRC inspector is also necessary to oversee the open-cut operation, the contractor must pay $50.00 per hour for this inspection.  Minimum charge is for two hours ($100.00) which is non-refundable. 

Ditch Closure* (Per Parcel)......................................................$50.00

Will only be approved if property owner can maintain a swale ditch which is at least 18 inches below the edge of the shoulder.  Acceptable tile materials are: CMP, Concrete or DWPE (dual wall polyethylene plastic pipe).  DWPE can only be used when there is at least 2 1/2 feet of cover over the pipe. 

Storm Sewer Tap* (Each)........................................................$50.00

When performed by persons other than local townships or persons under contract with local townships.

Water Service Connections* (Each)..........................................$35.00

When performed by persons other than local townships or persons under contract with local townships.

Bike Path Application and Review (Per Project)........................$75.00

This fee includes the cost of the right of way permit, if approved, for all sidewalk & bike path projects placed in the right of way.  (This fee is non-refundable.)

Right of Way* (Per Parcel)........................................................$35.00

Landscaping and miscellaneous work within the road right of way.

Permit Inspection Per Hour Fee (When Required)......................$50.00

This fee is charged when deemed necessary by Saginaw County Road Commission personnel. 

Permits obtained after work performed............2 1/2 times original cost

Failure to obtain a permit prior to work being performed may result in this fee being applied and may also result in denial of future permitted activities. 

Moving Permits

Single Move Permit (Each)........................................................$25.00

Applies to Over Width, Over Weight or Over Length loads.  This fee included the return trip if performed within 5 days.

Single Move Multiple Trip (Each).............................................$50.00

Applies to Over Width, Over Weight or Over Length loads making an unlimited number of trips to and from the same location when performed by the same hauling unit.

Oversize Poles, Pipe or Similar Type Loads (Each)..................$35.00

Applies to moving over length loads of pipes, poles, trees or similar type loads on the County Road System. 

Mobile Home Single Move (Each)...........................................$25.00

Single move of a mobile home unit.

Mobile Home Multiple Trip (Each)...........................................$50.00

Unlimited number of trips to and from the same location when performed by the same hauling unit. 

Mobile Home Extended Transportation Permit (Each).............$100.00

Unlimited number of mobile home moves, provided they do not exceed 12'6" width.

Extended Transportation Permit (Cab Card - Each)................$100.00

Unlimited number of moves provided they do not exceed width, weight and length limits shown on permit.

Special Transportation Permit (Cab Card - Each)...................$100.00

Used for mobile cranes and other special use vehicles.  Unlimited number of moves as long as all provisions of the permit are met.  Issued only upon authorization of the County Highway Engineer.

House and Building Moves (Each)...........................................$100.00

Must meet all requirements of the Saginaw County Road Commission permits department prior to the permit being issued.  Please obtain permit from the Saginaw County Road Commission office.

Seasonal Transportation Agriculture (Each Hauling Unit)..........$35.00

Used for heavy farm equipment during spring weight restrictions.

Milk Haulers (Each).................................................................$8.00

Used by milk haulers during spring weight restrictions.

Utility Permits

Utility Yearly Blanket Permit (Per Year).................................$200.00

Applies to the maintenance and repair of existing facilities, as well as any necessary tree trimming.  Utility company is required to submit an advance notice of permitted activity form to the Saginaw County Road Commission prior to performing any work under this permit. 

Advance Notice of Permitted Activity......................................Free

The advance notice of permitted activity is free to utility companies that have a yearly blanket permit. 

Utility Construction Permit (Per Project).................................$35.00

Applies to the installation of all new utilities within the road right of way including: water mains, sanitary sewer mains, storm water drainage systems, cable T.V., electric, gas and telecommunications.

Utility New Service Connection (Per Utility)...........................$35.00

Applies to the installation of new service connections to existing utilities when located within the road right of way.

Utility Inspection (when required - per project).....................$100.00

Shall be required when the County Engineer determines that a SCRC inspector is also necessary to oversee the installation of said utilities.

Special Transportation Permit (Per Utility)...........................$100.00

(CRAM Form CRA-110, & CRA-110A) Shall be required on all vehicles owned and operated by Public Utility on any road under the jurisdiction of the Saginaw County Road Commission while seasonal load and speed restrictions are in effect.

Miscellaneous Permits and Maps

Soil Borings and Monitoring Wells.........................................$75.00

Seismographic Permits (Per Job)...........................................$65.00

Abandonment Petition* (Plus any Non-Typical Legal Fees)...$500.00

Petition, all other cases..........................................................$400.00

Used for items such as street name changes, as well as, others not listed.

Saginaw County Road Maps (Each).......................................$2.00

Act. No. 212, Public Acts of 1980 (MCLA 224.19b), establishes the right of Road Commissions to require permits and to charge fees to recoup costs actually incurred.  Therefore, the above schedule is not meant to be all inclusive in recoupment of costs or scope of fees covered and may be increased to cover actual costs incurred.
