CONSTRUCTION UPDATE for the week of May 25, 2015

Federal Aid Project – Miller Road Reconstruction - Located between Gratiot Road (M-46) to State Road Sections 13 & 14, 23 & 24 in Thomas Township - Project consists of 1.48 miles of hot mix asphalt surfacing, pavement removal, sub‐base, aggregate base, storm sewer, water‐main, drainage, and concrete drives, curb, gutter, sidewalk and ramps. The remainder of the project to widen North Miller Road from two to three lanes between Gratiot and State Roads will resume on or about May 18, 2015 with crews working under flag control to install water main between Gratiot and Geddes Roads. Utility crews working for AT&T and Consumers Energy have already begun relocation activities in advance of this year’s construction. Although some final details are to be worked out with the contractor, the construction schedule for the remaining work is as follows:

2014 – Phase I (between Geddes and State Roads) Construction of Phase I along Miller Road between Geddes and State Roads was completed last fall, except placing top course of asphalt paving & slope restoration, and road was reopened to traffic. Slope restoration has now been completed. Top course of hot mix asphalt paving in this section will be placed in conjunction with Phase II on or about August 25th. All remaining work will be done utilizing Flag Control as needed.

2015 – Phase II (from Gratiot Avenue to Geddes Road) - The existing northbound lane of Miller Road from Gratiot to Geddes will be closed to traffic and construction will begin on June 5. Traffic will be maintained one way only utilizing the west half of Miller Road until all work is completed on or about August 25.

Detour Routes will be in place for southbound traffic until all work for both northbound and southbound lanes are completed on or about August 25. Traffic will be diverted from Miller Road at State Road, then east along State Road to River Road, then south along River Road to Gratiot Avenue, and finally west along Gratiot Avenue back to Miller Road.

Upon completion of the northbound lane, construction will begin on the southbound lane on or about July 22. Traffic will continue to be maintained one way only utilizing the east half of Miller Road and the detour route outlined above until all work is completed on or about August 25. Finally, with all other work completed the entire Miller Road project will be reopened for traffic. The top course of asphalt will then be placed over the completed roadway from Gratiot to State utilizing Flag Control. All project work will be complete by August 28, 2015.

Federal Aid Project: Dehmel Road Bridge Replacement Over the Dead Creek, between Townline and Warnick Roads in Sections 33 & 34 in Frankenmuth Twp. Project consists of bridge removal and replacement with 27‐Inch pre‐stressed box beams, concrete abutments, and approaches. Grand River Construction, Inc. of Hudsonville, Michigan has been awarded the contract and work began December 30, 2014. Paving Guardrail and slope restoration completed this week. If all goes well bridge will be reopened for traffic Tuesday May 26 after the Memorial Day holiday. The road between Townline and Warnick will remain closed until paving under separate contract is complete. The project is currently one week ahead of schedule to be open for traffic. All remaining work including clean up shall be completed by August 28, 2015.

Local Road Project – Dehmel Road Surfacing - Located between Townline and Warnick Roads in Sections 33 & 34 in Frankenmuth Twp. Road base preparation for paving including crush and shape of existing roadway was completed October 17, 2014 by Pavement Recycling Inc. of Imlay City, Michigan. Paving & drainage work is to be done after with bridge replacement project is open to traffic. Ditch cleanout and setback work by the Saginaw County Road Commission are now completed. Paving work has been awarded to Pyramid Paving of Essexville Michigan. Crews from the Saginaw County Road Commission have completed ditch setback and cross culvert repairs between Townline Road and Warnick Road. Crews are now completing clean up and restoration. The project is now scheduled to be completed including final clean up by June 19, 2015.

Federal Aid Project: Marion Road Surfacing - Located between Fenmore Road and Meridian Road in Section21 & 28 in Marion Twp. Project consists of 1.06 miles of hot mix asphalt base crushing, shaping and resurfacing, trenching ditching, signing and pavement markings. Contract awarded to DJ McQuestion and Sons of Leroy, Michigan. Start of construction scheduled to begin on or before June 16, 2015. The project is scheduled to be open for traffic by August 14, 2015. All remaining project cleanup is to be completed by September 18, 2015. Traffic shall be maintained within the construction influence area throughout the entire duration of construction by use of temporary single lane closures and traffic regulator control.

Federal Aid Project: Gary Road Surfacing - Located from Lincoln to Gasper Roads on township line between Albee Township & Maple Grove Township. Project consists of 3.08 miles of hot mix asphalt cold milling and resurfacing, aggregate base, minor drainage, guardrail and pavement marking. Contract awarded to Pyramid Paving of Essexville Michigan. Start of construction to begin June 8, 2015. The project is to be open to traffic by July 24, 2015. All remaining project cleanup is to be completed by July 31, 2015. Traffic shall be maintained within the construction influence area throughout the entire duration of construction by use of temporary single lane closures and traffic regulator control.

Federal Aid Project: Freeland Road Reconstruction - Located between Lake State Railway tracks to Hwy M‐47 in Tittabawassee Township. Project consists of 0.54 miles of reconstruction including hot mix asphalt pavement, concrete curb & gutter, storm sewer, and earthwork. Contract Awarded to American Excavating of Saginaw Michigan. Start of construction to begin June 8, 2015. The project is to be open to traffic by August 28, 2015. All remaining project cleanup is to be completed by November 7, 2015.

DETOUR ROUTE
Freeland Road shall be closed to through traffic between Midland Road (M‐47) and Webster Road. Traffic shall be detoured via Midland Road (M‐47) and Garfield Road. At least one lane of traffic shall be maintained on Freeland Road at all times for local traffic only.

Federal Aid Project: Wieneke & Shattuck Road Resurfacing - Located along Wieneke Road from Weiss to Shattuck and along Shattuck between Wieneke and Lawndale in Saginaw Township.
Description of Work: 0.93 miles of hot asphalt crushing, shaping and resurfacing, concrete curb and gutter, drainage improvements and sidewalk ramps. Contract not yet awarded. Champagne & Marx Excavating of Saginaw Michigan is apparent low bidder. Start of construction to begin June 8, 2015. The project is to be open to traffic by September 3, 2015. All remaining project cleanup is to be completed by September 30, 2015. Northbound Wieneke and Lawndale, and westbound Shattuck will be closed during construction. A detour route shall be utilized to maintain this traffic. One lane for southbound and eastbound traffic shall be maintained at all times throughout the construction area.

DETOUR ROUTE
Wieneke Road northbound will be detoured from Wieneke at Weiss along Weiss to Center then north to McCarty Road then west to Hospital Road south back to Weiss. Shattuck Road westbound will be detoured from Shattuck at Center then then north to McCarty Road then west to Hospital Road south back to Shattuck.

Looking Ahead: Federal Aid Projects 2015
Project Name: Gary Road over Shiawassee River Bridge Replacement - Location: Between Corunna Road and Sharon Road on the St. Charles/Chesaning township line Letting Date: To be determined, sometime on or before June 19, 2015. Description of Work: Remove & Replace existing with Concrete I‐Beam Structure and Approaches Tentative Construction Schedule: Start work: August 1, 2015. Open to Traffic: December 4, 2015. Final Completion: June 1, 2016.

Project Name: River Road Bank Stabilization - Location: Between Frost and Dice Roads in Thomas Township. Letting Date: To be determined, sometime on or before June 5, 2015 Contractor: To be determined Description of Work: River bank stabilization, concrete curb & gutter, Heavy Riprap and clean up. Tentative Construction Schedule: Start work no earlier than July 13, 2015, Open to Traffic: on or before August 28, 2015, Final Completion and clean up: on or before November 7, 2015.

Looking Ahead: Local Road Project 2015
Hart Road resurfacing Location: Along Hart Road between River and Miller in James Township. Description of Work: Projects consist of drainage improvements, pulverizing existing asphalt roadway, adding 3” aggregate, and remixing with calcium chloride or asphalt liquid to stabilize roadway. Construction Schedule: Work on Hart Road scheduled to take place in spring 2015 however, new funding sources currently being pursued may change that work schedule.
